The 29-year-old’s agent Manuel Garcia Quillon told PA Sport said: “We are working on Luis Garcia’s permanent transfer to Atletico de Madrid.
“If all goes well, the deal should be completed either today or tomorrow.”
The Spanish club are also negotiating with the Reds over the sale of Spain international striker Fernando Torres.
Garcia joined Liverpool from Barcelona in 2004.
