Briand, who has previously been linked with a move to the Premier League, has signed a four-year deal with Lyon.
“This is the first major operation in France and we are very pleased to kick off the transfer window,” Lyon president Jean-Michel Aulas told the media.
“Jimmy was a priority and we have focused our energy to finalise this issue as quickly as possible. The transfer market looks quite special this year because all the clubs will be in deficit, including Lyon.
“One thing is sure, we do not really intend to intervene in France, even if we will be on the lookout for opportunities at the end of the transfer window.”
