Portuguese newspaper Record reports that City have made a bid of just over £26million for the Brazilian defender.
Luiz have been a key player for the Portuguese giants in recent season and Benfica have previously put a £30million price tag on the defender.
City have already signed players such as Jerome Boateng, Yaya Toure and David Silva this summer.
