The 30-year-old joined City on transfer deadline day on a free transfer. Hargreaves has made just four appearances in the last three seasons for Manchester United, before moving to Eastlands.
“Yes, I’ve written down a few targets,” Hargreaves told The Independent. “I’ll keep those to myself but I just want to get back and play football.
“That’s what I’ve done for a long time but it’s been taken away from me. I’ve missed it.
“All the times I’ve played for a team I think I’ve helped them to get better and I hope that will be true of my time here.”
Hargreaves added: “I’m a competitive person. I like to set my targets high.
“I’ve never not succeeded in achieving something that I’ve set myself out to achieve – so yes.
“I’ve just got to take it step by step. I’ve just got to get back in training, consistently playing.
“It’s a natural progression. If I do a great job here, then I will be in the England team probably again. So we’ll take it step by step first.”
