The Sun reports that De Jong has refused to sign a new contract and has only 18 months left on his current deal with the club.
De Jong has been offered a new £100,000-a-week deal, but the Dutchman believes he is worth much more.
City are reportedly open to bids for the 27-year-old defensive midfielder in May.
