City boss Roberto Mancini is keen to brin Arteta to Eastlands this summer.
Mancini has already secured the signings of David Silva, Yaya Toure and Jerome Boateng so far this summer.
The Sunday Mirror reports that City will make a £25million bid for Aston Villa star James Milner and also ask Everton what they demand for Arteta.
