News of the World claims City officials met with Barcelona chiefs in Spain to discuss a move for the Ivory Coast international.
City boss Mark Hughes is keen to bring in the 25-year-old this summer and are also being linked with a move for his brother, Arsenal defender Kolo.
A Spanish source told News of the World: “City made a move for Toure in January but the player wanted to stay. But he is now willing to consider a move to City.”
