The Times says United chief executive David Gill held meetings with Tevez’s representative Kia Joorabchian last week.
It is believed a deal could be agreed before United fly to Japan for the Club World Cup in the middle of December.
United paid between £6 million and £10 million when they signed him to a two-year loan deal.
It is believed they will have to pay Joorabchian £20 million more for the rights to the player.
