But Martinez believes they can repeat their shock win over Chelsea this season against City on Sunday.
“In my opinion they are title contenders. It is only a matter of time before they fulfil their potential,” he told the Press Association.
“City have so much quality that they can change things around and if you look at the sort of goals they score the majority are because of the pace they have in their side so they are always dangerous.
“We know there is no margin for error when you are playing a team like Manchester City but as we showed against Chelsea if we can fulfil our potential we will be competitive and we can beat anyone at home.”
