Muntari has previously played under Spurs boss Harry Redknapp at Portsmouth.
The 25-year-old is desperate for first-team action and Muntari’s agent Frank Schreier believes he could be set for a move to Spurs.
“The two clubs are still talking about this case,” said Schreier. “It could happen.”
