Zamparini revealed earlier this month that they were holding talks with Inter Milan.
“We concluded negotiations with Inter regarding Silvestre last week,” Zamparini told Sportitalia.
“Federico Balzaretti? He will stay with us, I have no intention of selling him.”
Silvestre joined Palermo from Catania last summer.
