Reports have linked the Blues with a move for the Turkish hitman.
Pogatetz said: “Tuncay’s one of our best players and I’d understand if Chelsea made a serious offer and he considered it.
“He’d have to because they can offer Champions League football and a push for a Premier League title but hopefully he’ll stay.
“There’s always speculation about our best players in the transfer window.
“But it’s important to keep them and I am confident we can. It’s not always vital we sell.”
