The Ukrainian failed to make an impact at Chelsea since joining the club from the Rossoneri.
“I’ve had ten years abroad but it was time for me to return home,” explained the 32-year-old.
“I want to honour the club and make the Dynamo fans happy. I’m really pleased to be back.”
