City have splashed the cash this summer and signed players such as David Silva and Yaya Toure.
But Gomes insists money cannot buy success.
Gomes said: “You never win things with names alone, you need to do it every game as a team, not only as names. They have lots of big-name players but last season I don’t think they performed at their best.
“With the players Manchester City have, they need to do better than they did last season. If they put all their names on the pitch and work as a team, then it will be a great team.”
