Sky Sports says Sunderland boss Steve Bruce has identified Demel as his top target for the right-back position and are in talks to sign him.
The 28-year-old has impressed in the Bundesliga for Hamburg and his agent is on Wearside for talks with Sunderland officials.
Sunderland are expected to offer the Ivory Coast ace a three-and-a-half year contract.
