Williams has recently been linked with the likes of Wolves, West Brom and West Ham.
“All I can do is say what I feel we need. It’s up to the board and the agent,” Rodgers told the Daily Star Sunday.
“His wages have been agreed but details need to be cleared up.”
William said: “I haven’t signed the contract yet. That is all I can say at the moment.”
