Tevez refused to come onto the pitch in City’s Champions League defeat against Bayern Munich on Tuesday.
Mancini said: “I wanted to put Carlos Tevez on the pitch, he refused to go on the pitch. For me it is a bad situation.
“He’s finished with me, with me he’s finished.”
He continued: “Can you imagine a Bayern Munich, Milan or Man Utd player doing this?”
He added: “If I have my way he will be out of the club.”
