The Sunday Mirror reports that Cole has made his decision to leave Stamford Bridge after failing to agree a new contract with the club.
Cole told Chelsea last week that he will leave the club on a free transfer.
Cole is expected to sign a four-year contract at Arsenal.
Manchester City, Manchester United, Tottenham and Liverpool were also keen on the 28-year-old.
