The Independent says the 18-year-old is being tracked by Manchester United, Manchester City and Chelsea.
But Chelsea was the first club to make their interest formal, by making a bid for the youngster.
Rodwell signed a five-year contract at Everton in February and manager David Moyes is keen on keeping the youngster at the club.
