Rosell is expected to succeed Joan Laporta as Barcelona president in nine days time.
“To pay €60-70 million [£49m – £58m] which is what I am reading, is too much,” Rosell told Marca newspaper.
“He’s an old cat [Arsenal boss Arsene Wenger], he knows a lot and is quite capable of protecting his club,” he added.
“I know him. He’s not a bad negotiator and won’t be easy to convince.”
