Redknapp wants to bring in Foster after several poor displays by keeper Heurelho Gomes this season.
Foster is currently third choice at Old Trafford and it is believe Sir Alex Ferguson may send him out on a loan until the end of the season.
Gomes joined Spurs from PSV Eindhoven in the summer for £7million.
