Twente coach Steve McClaren is keen to bring in the 22-year-old on loan, according to Dutch football magazine Voetbal International.
The Serbian international has failed to make an impact at Old Trafford since joining United from Partizan Belgrade in January 2009.
Tosic could be tempted to join Twente in order to get regular first team action.
