Silva is expected to leave Valencia this summer with clubs such as Real Madrid, Barcelona, Manchester United, Chelsea and City being linked with the Spain winger.
City chief executive Garry Cook was set to meet Llorente in Valencia on Thursday, but was forced to re-schedule.
Llorente said: “The news is true. City got in touch with us asking for a meeting, but then they informed us that they could not come and that they intend to do so a little further down the line.”
Silva has previously admitted he would like to join Manchester United.
